I am having the same issue. All apps can use the camera fine except Teams which shows a black box for the video and a message at the top saying "Video isn't working We couldn't use your webcam for video.". I am on Windows Insider fast track preview but the Teams client is the standard 64-bit. Bandwidth issues are a major cause of poor video quality.
